Since 2021, both Star and larger rival Crown Resorts, recently bought by Blackstone Inc, have been deemed unfit for a gambling licence in every state in which they operate, although neither company has so far been prohibited from operating in any jurisdiction.
The Queensland inquiry found Star concealed A$55 million in gambling payments by Chinese nationals by characterising them as hotel fees, breaching Chinese gambling restrictions and "deliberately misleading" Star's bank, National Australia Bank Ltd.
As lockdowns made a crime of many forms of socialising, gambling became more attractive among "socially isolated or bored" young men, said Rebecca Jenkinson, executive manager of the Australian Gambling Research Centre.
"This growth is also leading to concerns about the impact of new energy systems on the long-term availability of resources and the economic and environmental impacts of the extraction and use of critical metals and other elements.
After decades of gambling deregulation, governments are cautious about reversing course, given tax revenue and industry lobbying, even amid public concern about a habit that strips voters of A$25 billion per year - or A$1,000 per person, more than double the United States.
For Star, the Queensland finding is especially bruising because the company has staked its future on a A$3.6 billion ($2.3 billion) casino development in state capital Brisbane, which is set to open in 2023.
The Premier League's overseas fees were split equally between the 20 clubs until 2019, when a merit-based element was introduced, but performance-related payments only account for £77m of the £1.06bn paid out to the clubs last season.
"Star embarked on a program of literally having a one-eyed focus on profit," Queensland Attorney-General Shannon Fentiman told reporters, adding she would prepare a "show cause" notice, forcing Star to justify why it should be allowed to keep its licence.
